Bill Callahan joined the Association staff in 1990, and became Executive Director in 1996. His primary duties include negotiating Working Agreements with three Locals of the Roofers Union and handling a variety of day-to-day labor relations matters, serving on joint labor-management Trust funds and committees and providing professional and technical services to Association Members.

Dr. Callahan represents the interests of Association Members before a wide range
of local and state regulatory agencies, including the Bay Area Air Quality Management District, California Energy Commission, Contractors State License Board, California Highway Patrol and California Division of Occupational Safety and Health (Cal-OSHA). He has also served in California government itself, having been appointed by Governor Gray Davis to two consecutive four-year terms as a Commissioner of the California Apprenticeship Council (1999-2007). He was twice selected as CAC Chairman (2000, 2005).

Dr. Callahan is also active in local, regional and national industry associations. He currently serves as an ex officio member of the Board of Directors of the Roofing Contractors Association of California and on the Affiliate Executives Council and the Union Contractors Council of the National Roofing Contractors Association.

Dr. Callahan holds a B.A. from the State University of New York at Stony Brook and M.A. and Ph.D. degrees from The Johns Hopkins University, all in Political Science.



Manuel De Santiago III became the Association's Associate Executive Director in May 2017. Manny brings more than 20 years of diverse experience in all aspects of union construction to his role with the Association.  His areas of expertise include human resources, risk management and labor relations.  He has represented management in collective bargaining with the Laborers and Operating Engineers Unions and has served as a Management Trustee on Apprenticeship, Health and Welfare,  Pension and Vacation Trust Funds. Manny holds a B.A. from the University of California, Davis and a J.D. from the John F. Kennedy School of Law.




Debra Ramsey became the Association's Office Manager in April 2012.  Debra has a B.A. from San Francisco State University, is a Certified Payroll Professional and brings a wealth of bookkeeping and office management experience to her position.  She ran her own payroll and bookkeeping service for many years and has worked with a wide variety of small businesses and nonprofit organizations. With the Association, Debra is responsible for all accounting, database management and general office operations.  The friendly professional voice members hear when they call the office belongs to Debra.
